Tertiary Admission Policies

In pursuit of academic excellence, the university reserves the right not to accept any applicant whose qualifications do not meet the standards and requirements of the program that the student desires to enrol.

Freshmen

Upon enrolment, applicants must submit in original copies the following requirements and such other documents as may be required by the college or program where he intends to enrol:

  • High School Report Card (Form 138)
  • Certificate of Good Moral Character
  • Birth Certificate (NSO Authenticated)
  • 4 copies of 1x1 colored pictures

Applicants are required to take the entrance examination. With due consideration of the result of the examination, the University reserves the right to accept or to place the applicant in probationary status and will be closely monitored by the Dean, the Curricular Adviser, and the Guidance Counsellor

New/ Transferees

Students under this category are those who intend to enrol in the University after having been enrolled in college course in another institution. Former college students of this University returning to USPF after having enrolled in other institutions are also considered transferees.

A college student who comes from another school must present the following:

  • Honorable Dismissal/Certificate of Transfer Credentials (CTC)
  • Informative Copy of the Official Transcript of Record (OTR)
  • Certificate of Good Moral Character
  • Birth Certificate (NSO Authenticated)
  • 4 copies of 1x1 colored pictures

The transferee must pass the interview to be conducted by the Office of the Student Personnel Services and the written entrance exam to be administered by the Guidance Center.

A transferee with unsatisfactory grades from his previous school may be accepted on probation provided he meets the requirements for admission in the college concerned. He will be allowed to enrol only 70% of the semester’s total academic load only.

The Dean, Curricular Adviser, and Guidance Counsellor will monitor transferees on probationary status.

Continuing Students

Non-graduating students enrolling in the same course are required to present the grades of all the subjects taken in the previous semester to the enrolling officer of the college concerned.

Students in the University shifting to another course are required to present their evaluated grades to the enrolling officer in the college concerned. The Dean of the College shall have the sole discretion to accept or reject the shiftee.

Graduating students are required to bring their evaluated subjects during enrolment of their last term.

Returnees

These are students previously enrolled in the University who stopped for one or several semesters and come back to re-enrol. During his absence he had not enrolled in another school.

The following rules shall apply to the returnees:

  • If during a semester or summer session, a student fails in one-third of the units he enrolled, he cannot re-enrol in the same course without a written recommendation of the Dean or Department Chair.
  • If a student fails a second time he is disqualified to re-enrol in the same course, but he may shift to another course if accepted by the Dean or Academic Chair.
  • If the student fails in similar manner a third time, he shall be disqualified from further registration in USP. This same rule applies to old students.

Special Students

Special students are those students who enrol in a class but not entitled to earn the credits necessary to finish a course of study and graduate. These students understand that although they are allowed to join these classes, they are not entitled to earn credits because of their ineligibility for admission or for any other reason. They are not included in the enrolment list.

Special students may be admitted to the course/subject which they intend to attend provided that:

  • they receive the approval of the Dean or Department Chair for each of the course/subject they intend to attend;
  • they pass an interview conducted by the Office of the Student Personnel Services;
  • they execute a waiver, relinquishing their right to receive and to demand credit for the subjects they are going to enrol (Revised Manual of Regulations for Private Schools, 8th edition 1992, Section 65, Page 42);
  • they pay in full all the fees at the time of enrolment; and
  • they follow strictly the policy of the university with regards to discipline, attendance, etc.

Cross Enrolment

No student may enrol simultaneously in two schools without the prior approval of the Registrar. Violation of this rule may cancel the student’s right to credit the work done in either school or both.

Permission for cross-enrolment is issued by the Registrar only upon the recommendation by the Dean concerned, and only if the applicant is a candidate for graduation during the semester he is enrolled and the subject is not offered in USPF or in conflict with other subjects

Law Students

To ensure that only qualified students can be enrolled in the College of Law, the applicant must present a Certificate of Eligibility for Admission into College of Law (CEL). The CEL shall be issued by the School as provided for in CHED Memorandum Order No. 46, series 1996, dated August 12, 1996. Prospective enrolees in the College of Law shall present the Certificate of Eligibility for Admission to the College of Law (CEL) and the Certificate of Transfer Credential with transcript of records showing the completion of bachelor’s degree.

In case of deficiencies of the subject requirement as provided for in the CHED Memorandum Order No. 46, series of 1996 dated August 12, 1996, the prospective law students are allowed to enrol on condition that their deficiencies should be completed in the next succeeding term or Summer term. Failure to comply with the deficiencies will disqualify the student to enrol in the next succeeding school year. Prospective enrolees shall apply for CEL at the Office of the Registrar.

Foreign Students

English Requirement. A prospective foreign student who wants to study in USPF is required to present evidence of his English proficiency. Foreign students coming from non-English speaking countries must enrol in a Special English Program.

Educational Requirement. A prospective foreign student applicant for the tertiary/college education should be a graduate of secondary education or its equivalent.

Pre-requisite for Enrolment

The university requires the following documents to be submitted to the Foreign Students Section of the Registrar’s Office:

  • Five (5) original copies of the fully accomplished personal History Statement (PHS) with 2x2 original pictures attached to it.
  • Transcript of Records (original and photocopy), duly authenticated by the Philippine Embassy or Consulate Office in his country of origin.
  • A notarized Affidavit of Support from abroad to be accompanied by a Bank Statement, duly authenticated by the Consul General of the Philippine Consulate and/or Embassy in his country of origin.
  • Birth Certificate and/or passport pages where name, pictures, birth-date, birthplace appear, duly authenticated by the Philippine Embassy or Consul General in his country of origin;
  • Certificate of Good Moral Character from the Principal or School Head of the Institution where he last attended.
  • Quarantine Medical Clearance Certificate by the National Quarantine Office
  • Police Clearance from country of origin.

The above-mentioned documents are also required for change/conversion of status from temporary visitor to foreign student visa together with the following:

  • Written endorsement from the school for the conversion of applicant's status to student on the school's official stationary signed by the school's Registrar and stamped with school's official dry seal;
  • Original copy of the Certificate of Acceptance (COA) containing a clear impression of the school's official dry seal;
